On August 11th, the government handed over to the National Congress urgently, the under the law project nicknamed BR do Mar, that encourages cabotage. The main purpose of the project is to encourage the transport of merchandise internally and increase the country's industrial competitiveness.
Minister Paulo Guedes himself stated on social networks that the intention is to bring down the cost of transportation throughout Brazil. During project signing, the minister pointed out that currently the ore that turns into steel in the south of the country reaches the northeast region 40% more expensive than if it had gone to China and returned. This is due to the cost of transportation.
According to a note released by the Ministry of Infrastructure, the text of the law project, will create new shipping routes and reduce transportation costs on existing routes. The volume of transported containers should be increased from 1.2 million to 2 million per year.
The Minister of Infrastructure, Tarcísio Freitas, also stated that in addition to allowing lower costs, they plan to increase the fleet by 40% in the next three years.
The project uses four fundamental axes to encourage Cabotage: fleet, shipbuilding, costs and ports.
Regarding fleets, the program stimulates existing companies and gives them more autonomy, in addition to reducing the bureaucracy of vessel registration and traffic.
For the shipping industry, the government intends to encourage the docking of international vessels in Brazil, which will increase knowledge in maintenance and commercialization of parts and machinery for ships, stimulating the scaling of the Brazilian industry.
The cost actions will focus on the bureaucratic procedures of cabotage. Fees and regulations must be lowered and accelerated.
For the related axis to ports, it is expected to speed up the entry into operation of terminals dedicated to cabotage. Companies that do not have operations in certain ports will also have advantages, states the technical note.
